At the time of writing, there are only 10 Legendary Skins for three new characters (Junker Queen, Kiriko, and Sojourn) and two returning Heroes (Mercy and Pharah). Obviously, Blizzard Entertainment will continue making new Legendary Skins for future updates and events.
