Some good places to look are the roads near Los Platos. As this is the first town you’ll visit, you might be able to stumble upon an Igglybuff early on.
Another solid place to find an Igglybuff to evolve in Pokémon Scarlet and Violet is in South Province (Area Two). Check near the Pokécenter in the area for some Igglybuffs roaming around.
You can often find them either solo or in groups in the grass. So, despite their small size, Igglybuff can be easy to find thanks to how well their color contrasts with the grass.
